The clip asks whether a Chinese, U.S., UK or European government could actually buy tungsten if it wanted to. The answer given: ordinary tungsten units may be available, but material suitable for stockpile procurement must meet domestic-industry use, form, quality and long-term stability criteria.

That's how they're looking at materials [45.76-49.52] that when it comes to procurement, they need them to meet those criteria. [53.76-57.28] So, you know, you were to say, could you go out into the market today to buy [57.28-64.32] tungsten units? Yes. Could you buy tungsten and form that these stockpiles are looking to procure? [64.32-67.92] Very, very challenging. Definitely a ISBitter Winds situation.
